Yes, you can delete that configuration file, and if the file doesn't exist, then the program will create again. The file is: c:\Users\[user_name]\AppData\Local\GAS Softwares\Free Address Book\AddressBookSettings.ini.
The AppData dir is hidden.
But I suggest to install the latest version, which doesn't contain this bug.
